Last December, the EPA finalized a rule to significantly reduce methane pollution from oil and gas wells. Methane is a potent greenhouse gas, over 80 times stronger than carbon dioxide over 20 years. Now, states must update their air quality standards to align with the EPA's rule through a State Implementation Plan (SIP).
Pennsylvania needs a strong SIP to maximize the public health, economic, and environmental benefits. The EPA's rule addresses various pollution sources, including gas wells and compressor stations, and requires enhanced leak monitoring, zero-emission devices, and elimination of routine flaring at large wells. Additionally, it introduces a Super Emitter Program to respond to large methane leaks.
To comply, Pennsylvania's DEP must set standards for flaring associated gas and update storage tank requirements. They should exceed EPA requirements by implementing instrument-based monitoring at all well sites and connecting impacted residents with necessary resources.
States have up to two years to submit their SIP, but Pennsylvania should act quickly.
